Building the linux kernel locally on both machines isn't enough (since
this operation uses the Makefile, and in both Makefiles* that option
is present)?

*the line in the Makefile is:
# warn about C99 declaration after statement
CFLAGS += $(call cc-option,-Wdeclaration-after-statement,)
