A couple of thoughts:
1. Is there anything about this function that would
restrict it's use to the long_description field, or
could it be called something more general like
"from_file" and used in other contexts?
2. I'm against any syntax in the setup.cfg file that
resembles line noise (as the {$ $} does to my eyes).
