I guess so, or maybe  "PUG".  It's not pretty though.
(btw, HHGTP was the acronym for the older "Hitchhiker's Guide to Packaging")

as for PUG overlap to other Pypa projects,  the inline FIXME comments
mention linking vs recreating content in a number of places.
E.g. it seem wasteful to me to recreate yet another setuptools tutorial,
when the setuptools docs already has something close to that, but it just
need improvements.
If you don't see mention of linking in the FIXME, then you can assume the
plan is for the content to be in the PUG.
I can go thru and make sure that's clear everywhere.

as for making the links less "jumpy" to users, that's where my idea of
refactoring the pip/setuptools/virtualenv/wheel docs to be more consistent
comes in.
I have 4 issues open for that, one for each project, and they all reference

I've already started on pip and setuptools, but virtualenv and wheel are
open at the moment.
