to be clearer, the 2 "* Python Modules" guides have some good content, but
I think it needs to be pushed into the distutils reference, not presented
in a "guide" to installation and distribution.

this index could just link to the distutils reference docs (in the case
where setuptools hasn't modifed anything), if those sections were filled
out sufficiently
