I agree, I think given the amount of attention it's getting justifies making more clear than usual that it has not even been considered for acceptance. (Maybe we could even sneakily suggest that people could show their support by helping pip/virtualenv/pipenv burn down their bug count so they're ready to implement it ;) ) At the same time, it's nice to have a PEP be "controversial" for good reasons for a change. Nobody really hates it, they mostly just misread it or have different scopes in mind.
