I have configured static file for my projects as follows.
In settings.py

import os
PROJECT_PATH = os.path.dirname(os.path.abspath(__file__))
MEDIA_ROOT = os.path.join(PROJECT_PATH, 'media')
MEDIA_URL = '/site_media/'

STATIC_ROOT = ''

# URL prefix for static files.
# Example: "http://media.lawrence.com/static/";
STATIC_URL = '/static/'

# Additional locations of static files
STATICFILES_DIRS = (
    # Put strings here, like "/home/html/static" or "C:/www/django/static".
    # Always use forward slashes, even on Windows.
    # Don't forget to use absolute paths, not relative paths.
)

and urls.py

urlpatterns = patterns('',
    # For static file serving in development. Deactivate in production
environment
    (r'^site_media/(?P<path>.*)$',
'django.views.static.serve',{'document_root': settings.MEDIA_ROOT }),

    )
