Because INSTALLED_APPS isn't a tuple or a list, it's just a string. If you're in the ea/ directory, "import ea" will try to import ea.py, not the ea module. Don't have multiple things with the same name and I suspect your problem will go away (e.g. call the directory "ea_app").
