It is an important characteristic of the current system that, with respect to message handling, p=none is semantically *identical* to non-existence. Were this not the case, there would be reason to be nervous about turning on visibility in the first place, which would almost certainly slow adoption.

What changes forwarders make, and why, and perhaps during which phase of the moon, is far, far outside the scope of the spec. These are very much local policy choices.
