yes ... you may have a relationship with another company which means
that you trust them to do DMARC related checks on your behalf before
they forward the email on to you. I am aware of very substantial email
flows that operate in exactly this manner.

not everything in email is open or based on IETF standards

also not all forwarding is mailing lists
