At the conclusion of this new working group's work, there will either be nothing to do to DMARCbis (because the failure reporting document will exist), OR DMARCbis will need to be updated at that point to say "failure reporting is deprecated" and all references to the failure reporting document will be removed. (The editors have estimated this to be a task that might take eight hours or so, so figure sixteen hours.)
