Hi Alex,

Thanks for pointing this out, while unfortunate this is not a showstopper as 
the reference is informative. I have modified the charter text to allow the 
working group to remove the reference from the aggregate reporting doc as an 
option.

I also corrected the other doc ref in the charter by simply removing all refs 
in the last paragraph as I do not think they are needed.
