I guess most remix samples are provided by the artist for you to play with.
If you wanna rip peoples music and try to remix, you'll just have to look for breaks in the tune and filter out any unwanted sounds. Take the drums and cut them to bits, do the same with the bass etc. I guess a remix should contain an element from the original tune.
