Mate, I don't know about Cubase (used it for a bit & found it too hard to get into) but ACID isn't at all designed for creating loops. It's more for sequencing/arranging the loops after they're built. I highly recommend OctaMED for this, or if you prefer Fruity Loops does the same job.
