Anyway in answer to your question, Reggae effects are produced using combinations of old-skool equipment, mainly tape delays (Roland Space Echo being an example) and spring reverbs. These items are reasonably hard to find but it's possible you can find them in second-hand shops and the like. The mad swirling beeps as favoured by the likes of Shaka and King Tubbys are created by manipulating these unit in realtime...
The closest I've heard in software form is Ohmforce's OhmBoyz plugin. The original units will never be *exactly replicated* IMHO.
