I was merely mocking Linux implementing olcuc in 1991, when it was already
grossly ridiculous and long since removed from all relevant standards.  I
guess Linus took a manpage and blindly implemented everything without
stopping to think if it makes any sense, when he coded the tty layer in
v0.01.

So with this patch it at least has _some_ use, if you want to train yourself
to read runes.  Otherwise, it's probably time to make it a no-op (still
present in uapi headers to not break compilation of programs that nominally
support it).
