What this did on my system is: Stop all services and then sit there. It
did not reboot. I asked a co-worker to reboot the machine via the
hypervisor and it worked.


This happens because runlevel 0 ends with "K12halt", so the warning is wrong, if you want to reboot you should use runlevel 6, the last command it runs is "K12reboot".
