That's not how the Internet works. There's only one set of root servers and for historical and practical reasons they take ICANN's advice about what goes into the root zone. People have been disagreeing about that for the past 25 years and there's vast amounts of material about it on the net. But this has gotten way outside anything related to DNS operations.
