That sounds fine to me, then. It's different than what Jim said at the
beginning of this thread ("it's obvious"), and it gives a way forwards.
FWIW, I don't think any of this needs to be in the IETF; it just needs to be in
a stable place that ICANN points to, and that is maintained.
