In many systems a local DNS cache or forwarder listens on 127.0.0.1
and ::1.  That's why the examples in the draft run the root mirror on
127.12.12.12.

I you can tell your cache and mirror server to use nonstandard ports,
you could run the mirror in IPv6 on ::1 on some other port like 5353,
but ugh.
