Yep.  The report on name collisions that ICANN commissioned had the following 
recommendation (recommendation #1 as a matter of fact, see 
https://www.icann.org/en/system/files/files/name-collision-mitigation-final-28oct15-en.pdf,
 top of page 5):

"The TLDs .corp, .home, and .mail be referred to the Internet Engineering Task 
Force (IETF) for potential RFC 1918-like protection/treatment."

Unfortunately, the IETF decided agains this treatment, so those strings remain 
"deferred indefinitely."

I might be wrong, but I believe that is because the applicants have, to date, 
refused to terminate their applications for those strings. Hard to give back 
money if people refuse to accept it, no?
