Also, legal/jurisdiction issues depend on geography and not on network 
topology. As data localization and privacy protection issues around resolvers 
are growing in importance, a systematic way of knowing which jurisdiction 
applies to a resolver may (hypothetically, with no immediate use cases right 
now) become useful.
