A note to those with opinions about what the root server operators (RSOs) should do: the draft authors would like the eventual RFC to be accurate, not aspirational. The RSOs are free to implement and deploy what they want within their own internal rules that are not covered in this document. Nothing in this document should be read to indicate what an RSO should do; if any text does, it is an error that we should correct (please send text diffs).
