IMO, it's difficult to give meaningful answers to the questions you asked based on the info you provided. Apart of course from don't use TXT records. It's not clear to me if a (tweaked?) SVCB record or a new RRType would be appropriate. More details about use cases and requirements would be helpful. Could you write these up an ID for consideration by the WG or the DNS Directorate?
