mail)? That document includes all the details about the use cases and 
requirements. If you need more details from me, I would need you to tell me 
which details you need. I've already written down all the details I could think 
of.

IMO, it's difficult to give meaningful answers to the questions you asked based 
on the info you provided. Apart of course from don't use TXT records. It's not 
clear to me if a (tweaked?) SVCB record or a new RRType would be appropriate. 
More details about use cases and requirements would be helpful. Could you write 
these up an ID for consideration by the WG or the DNS Directorate?

Whatever the two WGs eventually converge on as the answer will probably need to 
be documented somewhere/somehow. Might as well start that process now...
