Somehow the Session plugin (or maybe Do itself) doesn't communicate the
command via D-Bus correctly. Because if you send it directly to the
gnome-power-manager through a Terminal it works (at least for me).
Command to try it out (for shutdown):

dbus-send --session --dest=org.freedesktop.PowerManagement
--type=method_call /org/freedesktop/PowerManagement
org.freedesktop.PowerManagement.Shutdown
