I too, point people at l10n.gnome.org for files. Those statistics websites are clearer, more user friendly than a full blown archaic cvs interface, and they offer the ability to see the statistics along with direct links to files.
I personally prefer this over scaring the new translator with CVS and its details. When they familiarise themselves enough, I propose contributing directly to CVS. In my experience, this has worked out pretty well, and that is more important than an idealistic perfectionist method.
