When the content is wider than the window:
mozilla, Konqueror and Galeon place the prev|next buttons on the right side of the window
IE6 requires horz scrolling to see the buttons. I thought that worked with IE6. Is that just a broken IE?

I suggest to move the prev|next widget to the very left and let PDF/SRC follow with a little space in between. Though then something has to be done with the last TOC button... better solutions are welcome.
in NS4 for sure the page is wider than the browser, but the prev|next widget still shows within the page.
