That dotted border is part of the image. I've attached what it looks like in NS4.0.
Is that so much of an issue? It's not unusable, ok it breaks *a little*, but the major part of Internet sites will break a lot more than that for NS4 users so they should be accustomed to it. If it works everywhere else... I say we drop this issue and keep it as-is. Of course, I don't use NS4, but the search-box issue is beginning to drag out into the infinite.
