I don't like those pages who force you to use another browser. If they can get enough out of it, fine for them. If not, they'll know to change.

I have reread my original email and I realise that I didn't make an
important point clear:

I am not suggesting that we exclude any user. My idea was to use
mod_rewrite to direct NS4 users to an advisory page prior to them
entering the site. Let me stress that I was not suggesting that we use
mod_rewrite to deny NS4 users access.

I understand you now. But that doesn't help if it's simply not under user's control.

I thought they could see a page that reads something like:

The mod_perl website is 100% HTML 4.1 standards complaint...

Unfortunately, the browser you are using, NS4, is not fully able to
display these pages as we intended. The website is still totally
usable, but some elements of the display may appear "broken".

This advisory is for your information only. You are welcome to proceed
now into the mod_perl website.

If you wish to upgrade your browser, or install a new, standards
compliant browser, the following links may be useful:

link 1
link 2
link 3
...

Otherwise a good idea, but we have a special place for this: http://perl.apache.org/preview/modperl-docs/dst_html/help/help_with_site.html#Q__The_site_looks_very_bad_unusable_in_the_browser_that_I_use_ feel free to send improvement to this section.

Thanks.
