There was a great of deal of coding changes dealing with image handling in
the 6.1 release cycle.
You find the meta issue for known issues related to that work here:

Then of course there are still some issues open on the meta issue 47148
referenced above.

That said I am able to resize a frame without resizing an image in the
frame, but that is not the default behavior. To do so first I need to
select the image, open the context menu 'properties' and on the first tab
of the property dialog under 'size' ensure that 'autosize' and 'relative
to' are not selected.
