Assuming the free availability of top level domains of up to five characters (non-internationalized) that would be 26^5 possibilities. Minus the roughly 2^8 already existing top level domains this would give 11'881'120 new TLDs. So this would definitely change more than a single bit, it would actually add more than 23 new bits. ;) But as I've said: I don't really care.
