Well if that REALLY is the reason, there should be a mechanism  
whereby if either the losing or gaining registrar can vouch for the  
registrant (long business relationship pershap) then the 60 day  
transfer ban can be switched off.

Just an idea to present to ICANN to be ignored, I guess.
