It is insane -- typical "committee thinking". Once you get to this point, i.e. relying on the losing group to do something, one might as well go to the UK/Nominet model, where the loser puts the winners details in. Since that reduces the steps needed to complete a transfer. If some sort of authorisation were needed to ensure it went to the right place, the winner could send a code to the loser, rather than vice-versa.
