My colleague also complained this Friday that we cannot register .EU because of this "too many penalty points" error message (and that some of our clients are notoriusly calling him...) AFAIK - and I might be wrong easily :) - penalty points are given to a registar by EURid when something wrong is done, e.g. someone is trying to register a bunch of domain names via a broken script. Or resubmits a broken order again and again. - etc. etc. Now, since we do not use scripting against EURid, or anything nasty, I am guessing that someone else is :) All reseller actions are routed through TuCows.
