Sorry folks, it's us, not you.  We've got a bug in our .eu system  
that we're tracking down.  The symptom is that we occasionally send  
bad requests to the .eu registry.  They have limited tolerance for  
this sort of stuff and if the bad requests get over a certain  
threshold we get blocked for a period of time (hence the "too many  
penalty points").

This of course is not the way it should work and we're working on a  
fix.  The status page will reflect if (hopefully not when) we have  
another chunk of time we're blocked.
