seems to me that someone is reading from another list as this point just
came up - here is what I replied. :]

And - I will need confirmation on this - but with EPP, the 'hold' that is
normally applied at 'expiry', otherwise known as the lock that you can
toggle off via the locking tool,  - this 'hold' will *not* prohibit a name
from transferring - EPP is only interested in knowing that there are no
locks and that the name has been properly authorized (read auth code is
provided).

A few other things to consider here -
 1) RSP to RSP transfers have always abided by this rule

- 2) if transferring a name while on 'hold' the DNS will not function until
the name has completed it's transfer and the whois CANNOT be modified while
the name is in 'pending transfer' status

- 3)if a name is in 'locked' status  clientTransferProhibited then no
transfer will occur.
