You're correct Dave, toggling the lock setting will release the hold on the domain & allow the transfer. This has basically always been the case. The registrant will still need the EPP auth code in order to confirm the transfer out. What *would* be nice is control over acking the transfer out. I don't think we still have this control yet, but would glad to be corrected on this.
