Actually this is all still happening and I just do not understand it.  The
web.config file is a carbon
copy of another web.config file that is working on a different server.  Like
I said I seem to experience
this a lot and then out of the blue it starts working.  I waited almost 24
hours before accessing it again
and it still does not recognize it.

I believe this host upgraded this server to .NET and maybe that has
something to
do with it.

Very very odd.
