Hello Hasan, You can use the Devshock.Smpp library. It is a free smpp library. It is well implemented and works well with the Selenium SmppSim Simulator that you are using.
It the library that I have been using for every smpp implementations that I have ever worked on and it is good. It is no longer under development but you can still search online to see if you can still find individually hosted copies. If you can't find any, please let me know, so that I can help you out. Remember that you have to ensure that your SmppSim config files are setup up for receiving sms.
