Setting a global quota using plugin { } I initially used maildir to
set quotas, but they seem to apply to all folders apart from INBOX.

How exactly are you testing this? Are you saving/copying messages to
INBOX exactly the same way as for other mailboxes?

The only thing I can think of is that either you're testing INBOX
differently and the problem is actually something else, or that
there's a bug in this Dovecot version (but I didn't see anything
related in NEWS file).
