v4-rc2 just prevents the user from installing, and forces them to invoke the
uninstall manually.  It is preferrable to prompt them to uninstall an old
version directly from the installer.

Here's a snippet of NSIS code that appears to do that:

If someone gets a chance to add/test this before I do, go for it.
