Well, the problem isn't 64-bit. I just hit it on my 32-bit Vista laptop
running IE7. And yes, I'd love to not run Vista, but in my business
sometimes you have to do things you'd rather not. 

"Protected Mode" is the default in Vista. It runs IE with the security
context of a "guest" account. A highly desirable way to run any browser,
IMNSHO. You can disable it, either temporarily or permanently, but I don't
recommend the permanent change. Easy enough to "run as administrator" for a
specific task, such as importing a certificate.
