Here's a wild guess, but it was the first hit on Google, and it kind-of
makes sense (except for the difference between the two machines)

The last paragraph on this page:
http://www.microsoft.com/mspress/books/sampchap/4790c.asp mentions the error
message as a consequence of MSXML's inability to resolve external DTD
references.

The city list being requested is actually an XHTML document with an external
DTD ref, so there could be something going on there. I haven't found a way
of controlling the resolving with XmlHttp, though, so I'm not sure what to
do about it.
