Some hams have reported solving that problem by simply reseating the circuit boards.

The DR-7 board is a bit tricky. Be careful not to bump the PBT preset pots on the front right.

If you can find some Caig DeOxit liquid or spray, wipe it on the male portion of the contacts, and insert/remove each card a few times to renew the surfaces. A little DeOxit goes a long way.

Before you put the cover back on, check the +10v line with a DVM. And check that the PBT presets are correct. You should be able to tune to these frequencies and hear a zero beat with PBT pushbutton out.
AM = 13695.0
RTTY = 13697.5
CW = 13694.2
LSB = 13696.4
USB = 13693.6
