Based on the PS-7 manual page 4, the "120" selection is for 108-132 volts
input. And yes I doubt that voltage that low would run the PS-7.
Given the sequence of events, my personal guess would be that a filter cap
opened or lost capacity. Check the "small" 12 volt power supply used
for the voltage regulator board. The 723 family can get rather strange
with VCC under voltage. Its voltage would sag as you draw from the
primary. Also check the primary supply caps.
