Totally agreed.  Once called in by an insurance company as a  disinterested 
knowledgeable party about a small child that  almost didn't  make it while 
turning on a lamp in a basement with a damp/wet carpet.  The  finger was 
just above the metal/cardboard liner and touched the bulb base. 
 
That's why, "Back in the day" all of the basement fixtures were ceiling  
mounted, and you pulled a string.
 
If some idiot (suicidal tendencies like Ben Franklin) put his finger  in 
the socket EG while standing in the cement sink taking a bath, the shock  
makes your muscles contract, and your heart stop. Your body weight when you  
passed out would drag you away and if you were lucky you made  it.
