[PATCH] ttm/bo: make ttm_swap_ops static

The ttm_swap_ops is not exported from this file, so make it static
to avoid the following sparse warning:

drivers/gpu/drm/ttm/ttm_bo.c:1202:31: warning: symbol 'ttm_swap_ops' was not 
declared. Should it be static?
