Uhm...you've fallen into Intel's clockspeed trap. I'm assuming that you're talking about a 200MHz Pentium vs. a 2GHz Pentium4. In the best case, the Pentium could issue two instructions at once where as a Pentium4 or Athlon can issue (and retire) many, many more. Not only that, the cycle times of many instructions (such as multiply and divide) has decreased. I 2GHz Pentium would still be crushed by a 2GHz Pentium4.
