Linux at least exposes some of the PCI info publically (see libpci, /sbin/lspci) and allows read of some basic config data space by all.

Ugh. That is an issue. I don't think it's likely that a card plugged into an AGP slot will get moved to a PCI slot, though. :) Do you have any recommendations on how to do this "right?"
