The context of the comment was that PCI probing could be optionally eliminated
in the case where a DRI driver exists. Since there are many 2D cards without
DRI drivers Xfree probing obviously can't be eliminated yet.

I'm not planning on modifying Xfree to eliminiate the probing either. I'm just
trying to build a base that would allow that code to be written in the future.
I want these changes so that I can eliminate the probing code in standalone Mesa.
